Regenerated the diego and locket fixture certificates. These expired back in May so I regenerated for 10 years

  • An explanation of the use cases your change solves

I was unable to run the devconfig because diego-api would fail to start

  • I have reviewed the contributing guide

  • I have viewed, signed, and submitted the Contributor License Agreement

  • I have made this pull request to the main branch

  • I have run all the unit tests using bundle exec rake

  • I have run CF Acceptance Tests

- These expired back in May
- Regenerated for 10 years
