A while ago, we talked about having a jointly maintained CI where we could validate PRs to this repo (and also be aware of incompatibilities with dependencies like cf-deployment and the bits-service).
This PR adds a basic pipeline definition file to get us started on having such a joint CI.
Open Questions:
