+      <editorialDecl>
+        <p xml:lang="en">OCR text is preserved without correction, except for whitespace normalisation and line-end hyphen handling.</p>
+        <p xml:lang="en">Line-end hyphenation is resolved using ALTO SUBS_TYPE and SUBS_CONTENT attributes where available.  Where not available, the hyphen is preserved.</p>
+        <p xml:lang="en">ALTO TextBlocks are encoded as TEI paragraphs.  No article or section divisions are inferred, because the source contains no logical structMap.</p>
+        <p xml:lang="en">Page order is derived from the METS physical structMap ORDER attribute. ALTO PHYSICAL_IMG_NR is not used (it is 1 on all pages in this dataset).</p>
+        <p xml:lang="en">Text in an issue is encoded in ALTO reading order.  No column-aware geometric reordering is applied.Image references use Gallica IIIF URLs because the master TIFF images are not included.</p>
