Having started a new project for a book in Dutch and using Zotero, I noticed that the handling of Dutch quotes has changed (Sept last year). Double quotes are now the norm and reference is made to Wikipedia and the Taalunie see issue #333 . It is true that there are no fixed rule, but having written in Dutch before and having checked several Dutch books from different publishers, the norm in Dutch publishing is outer single quotes and innter double quotes, both high.
On the Internet a distinction is often made between double and single quotes: double is then only advised for literal quotations, in all other cases, including around titles, single quotes are advised. See e.g.:

The reference to the advice of the TaalUnie is only about quotes, not about titles and titles are relevant for titles, which is what CSL is about. The example for titles can be found in the following website of the TaalUnie:
