The Ubuntu package pool (archive.ubuntu.com / ports.ubuntu.com) only retains the latest point-release of a package. Ubuntu published libtinfo5 6.3-2ubuntu0.2, pruning 6.3-2ubuntu0.1 from the pool, so the pinned download in Dockerfile.builder now 404s and the multi-arch builder image build fails with curl exit 22 on both amd64 and arm64.
