Root Cause: pick_deterministic_choice() incorrectly uses isinstance(choice, ExternKernelChoice) when choices contains ExternKernelCaller instances. ExternKernelChoice is a factory class; its bind() method returns ExternKernelCaller objects. The isinstance check never matches, causing deterministic mode to bypass extern-kernel preference.
