- A guided interview that surfaces your real fit dimensions, forces explicit weight trade-offs (no "everything is important" rubrics), and anchors each dimension so scoring is repeatable.
- A rubric in two synced forms: structured JSON (machine-applyable) and a human-readable one-pager.
- A clean scoring contract so the rubric can be applied by hand or wired to a live opportunity feed (SAM.gov's free API, or GovTribe/Tango) without rebuilding anything.
It scores whether a bid is worth pursuing, not whether you legally qualify. Eligibility rules (small-business status, set-aside and 8(a)/WOSB certification) change and carry legal weight; take those to SBA or a free APEX Accelerator. Keep real rubrics private: they encode your strategy and may name clients. Anything you publish should use neutral, invented samples only.
