Pins the one-time npm bootstrap workflow to canonical source commit 49ced2d, which contains the release-quality size-report formatter and exact generated-evidence cleanup.
This two-commit sequence is intentional: the workflow definition dispatches from develop, while its source commands execute from the pinned canonical checkout.
