fix(release): publish v0.3.1 corrective patch

Summary

• publish all six public packages as v0.3.1, including the WASM package omitted from the automated v0.3.0 release
• make generated release branches pass the release-aware CI preflight and bind published size history to the requested package version
• export and document CommitReason, resolve generated API prose and code-hover references to real API routes, and fail docs generation on unresolved or nonexistent member links
• make the performance showcase grid fill its instrument while keeping tall-grid cell interactions operable

Documentation audit

• regenerated all 18 API entry indexes and 468 symbol pages
• crawled 526 rendered site routes and 28,313 internal links: no broken page links or fragments (the linked compatibility JSON artifact also returned successfully)
• clicked ChangeEvent.commitReason through to /docs/api/core/commit-reason/
