resolve zmy conflict wip: resolve permissions
Blocked commands could slip through when the name carried a path
(/bin/rm), when it was quoted ("rm"), or when short flags were
clustered (pacman -Syu). Matching now normalizes the command name,
parses flags properly (handling --, = and clustered shorts), and the
pre-execution danger check expands words the way the shell does instead
of reading raw literals, treating anything it cannot resolve without
running as dangerous.
