Move the broker probe and tracker-local reads off the bot PAT onto github.token #942
Every scheduled workflow here spends the cgwalters-bot identity's API budget, which the pass, the supervisor, safe-output applies and the interactive controller share. On 26 Oct a burst on it stopped two passes. broker-probe.yml (every 15 minutes) and the supervisor's tracker-local reads don't need the PAT: github.token covers reads and writes in this repository, and has its own budget. Move them, and leave a comment where a step must keep the PAT and why (org Projects v2, other repositories). P2: per-role Apps (#766) are the real split.
The board pass asks a triage run to plan this issue.

If you post no plan, end your comment with one schedule-triage fenced JSON block, {\"verdict\": \"VERDICT\"}, VERDICT one of done (every part is complete), needs-design, needs-operator, partly or not-done.",

The issue is valid, but neither move can be done with a tracker-only change, so I have not posted a plan. Each part needs a decision first.
broker-probe.yml. Changing GH_TOKEN to github.token would break the probe. broker probe calls GET /user to learn its own login (broker.rs#L140), and an installation token can't call that endpoint. It also counts as the outage issue only one opened by that login (broker.rs#L97-L116). Poll's brokerOutage also trusts only "author": "cgwalters-bot" (agent-board.json#L13). Moving the probe would therefore take three steps:
In agent-board, add an author or login key to the broker config so the probe can skip /user, and document it in broker-probe.md.
Move the pin.
In tracker, switch the probe's token, give its job issues: write, and change brokerOutage.author to github-actions[bot]. An outage issue the bot opened that is still open at the switch would be orphaned.
The saving is small. A healthy probe makes about two requests per run, roughly 8 an hour.
Supervisor. Its tracker-local steps (previous report, supervise trigger, supervise compose, preview) already use github.token (supervisor.yml). The step that still holds the PAT is supervise health, which is one process with one GH_TOKEN. Its reads include the org Projects v2 board (agent.project), the log issue in cgwalters-forge/operator, releases in agentic-job and the wrapper in actions (config.json), and every followed repository (health.rs). Its tracker reads could only be split off by having agent-board's supervise health take a second, repository-scoped token. That is a design change in agent-board. This step is also likely the larger cost: maxRequests: 500 every 15 minutes.
Before any of this is worth doing, someone needs to decide:
whether the probe's roughly 8 requests an hour justify the agent-board change and the outage-author migration;
I did not find the 26 Oct runs that hit the limit, so I can't say which caller caused that burst. Whichever path is chosen, a comment on the steps that keep the PAT, saying why (org Projects v2, other repositories), is worth adding.
Plan from the controller (operator's direction on 25 Oct: interactive work as short-lived agentic-job sessions on any pool). The pass dispatches it as a hosted run.

Dispatched the plan in #942 (comment): run. Run independently: no open pull request of cgwalters-bot changes a path it names.
