misctool: create cgwalters-forge/misctool and grant the run token #689

- Create the public repository
cgwalters-forge/misctool(or say the bot may), withmainas its default branch. The organisation ruleset 25084478 then gives it the approving review thatdispatch.toml's[unprotected_files]requires. - If the credential broker's run-token policy lists repositories, add misctool there. That file is the operator's.
- Then the misctool slices, starting with the skeleton sub-issue, can be moved to or planned in misctool once it is in tracker's
schedule.repositories.
