Description
tracker#238 was answered (prep PR cgwalters-forge/bootc#41 applied the answer) and I ran bot-board resolve (closed, Done), but bot-reconcile still lists answer-unapplied because the unblocked item bootc-dev/bootc#2448 is an outside contributor's PR that the bot cannot touch. Earlier passes already posted 'Applied...' comments about 4 times. Recommend the rule exclude non-bot-authored upstream PRs or items once a resolve comment exists.

Fixed at the source: bootc#2448 is Johan's upstream PR, not something the bot can touch, so it is removed from tracker#238's Unblocks list (tracker#36 covers it). The answer-unapplied action should now clear.
