…g logic Ports the session/combined/plain-origin targeting policy out of the duplicated onAttentionDismissed/onForceIdle closures in both the own-window and minimalist-window factories in MenubarApp into a single WindowActionRouter. Both factories now delegate to one shared instance instead of carrying two copies of the targeting logic and its comments.
