Bound storage for the writable target volume
When the sandbox is used for its stated compromised-dependency threat model, a build script can write arbitrary data through CARGO_TARGET_DIR=/target; this persistent read-write volume has no size or filesystem quota, so the script can fill the host's Podman storage despite the memory, PID, and tmpfs limits. Apply a bounded storage mechanism to /target (and similarly to other dependency-writable volumes) so sandboxed builds cannot exhaust the host filesystem.

This adds some protection to the host against third-party dependencies, in case they get compromised
