docs: translate remaining portuguese godoc to english

What: Translated the remaining Portuguese Go documentation to English across several packages (pkg/engine, pkg/discovery, pkg/ports, pkg/results, pkg/coreerr, pkg/exporter, internal/netutil). Also fixed a character encoding issue in pkg/topology/builder.go.
Why: To adhere to the hard rule that "All Go comments, godoc, exported error strings, and log messages must be in English only" as specified in AGENTS.md.
Impact: Improves code readability and maintainability for English-speaking developers. No behavioral changes.
Measurement: All unit tests pass and grep confirms the absence of Portuguese-specific characters.
