Enable HTTP BasicAuth components for Elasticsearch and Tika URLs

The validator PARAM_URL does not permit the use of usernames and passwords in URLs for authenticating against an external service.

Are you still interested in getting this change merged? If so, could you please:

1. Create an issue describing the problem you're trying to solve. This will help other users with the same issue find that it has already been reported and addressed.
2. Rebase your changes on top of the latest MOODLE_404_STABLE branch
3. Add automated tests to cover your changes.
4. Provide manual testing instructions so reviewers can verify that the patch works as intended.
