Debian setup on snapcraft.io seems incorrect or incomplete?

This page says to setup snapd and snapstore to execute:

sudo apt update
sudo apt install snapd
sudo snap install snapd

however when I do this I cannot find any snap software searching the store or by using the xdg-open method via the snapcraft.io website unless I also install: sudo apt install gnome-software-plugin-snap

So why is this step not included in the Debian install page?

The instructions are just for command line installation of snaps at the moment.
You are right that to make snaps available via gnome store you need to install the plugin as well.

We will verify this and consider adding it as an optional step to the instructions. Thanks for flagging.
