The bot_pr_approval job was failing with HTTP 403 because the GITHUB_TOKEN lacked the required pull-requests: write permission to approve PRs via the GitHub API. Added the missing permission as documented in the canonical/operator-workflows README. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
