This PR extends the CE-OEM contrib provider’s OP-TEE xtest suite tag allowlist to include OP-TEE version 4.8.0 (and 4.7.0), enabling the snap build logic that consumes this list to handle those additional upstream tags.

"4.6.0"entry to include a trailing comma to keep the JSON valid.
