This spec describes adding support for Pebble to act as a local OTLP
enrichment proxy: services running under Pebble send OpenTelemetry
logs, metrics, and traces to a Pebble-hosted OTLP/HTTP endpoint;
Pebble enriches the payloads with consistent resource attributes and
forwards them to one or more remote backends.
