Proposes how to package the charm-integration-testing POC validators (SQ096) in the charmlibs monorepo under charmlibs.validators.*, with opt-in driver extras and a v0 stability surface per interface. Draft for collaboration with the charmlibs maintainers and the originating CharmQA team (Ryan Britton et al.).
