After a main merge, NuGet accepted SyncSql.Cli 2026.10.4.8 and its package URL became available, but all three public installation checks failed because the feed could not yet resolve the version.
Retry the actual exact-version
dotnet tool installcommand up to 20 times, 30 seconds apart, using only nuget.org and bypassing its HTTP cache. Keep the Linux, Windows and macOS command, version, help and uninstall checks. Add regression checks for delayed availability, exhausted retries, immediate success and exclusive public-source configuration, and run them during PR validation.Validation: retry regression tests, 12 release automation tests and actionlint passed. Installed 2026.10.4.8 directly from nuget.org into an isolated directory; version/help checks and uninstall passed. The broad application/mutation pre-push hook was skipped for this workflow-only change; targeted checks were run explicitly.
The release also has an independent WinGet failure: WINGET_TOKEN must be configured in the windows-packages environment.
