docs: verified improvement audit + tier work plan + quality backlog

Records the 2026-08 architecture-audit arc as repo documents:

• IMPROVEMENT-AUDIT.md — the adversarially-verified audit (v2): confirmed performance items with corrected fixes, dropped/refuted proposals with reasons, corrected issue/ADR cross-check.
• WORKPLAN.md — the worker-wave execution plan and merge ledger. All 12 dispatched PRs through wave B are merged (perf(ios): build structural-identifier suppression child index once per pass #1938, perf(ios): memoize simulator app url-scheme probes per bundle mtime #1939, fix(web): read enabled=false from the snapshot [disabled] annotation #1940+fix(web): scope disabled detection to the ref-bearing annotation group #1951, refactor: dedupe containsPoint and rectArea into @agent-device/kernel #1953, docs: drop stale apps.ts over-budget warning from AGENTS.md #1954, perf(find): reuse snapshot index once per ranking pass #1971, perf(android): keep the automation helper warm across fill and scroll #1974, perf(selectors): resolve a recorded replay target in one matching pass #1988, perf(android): one dumpsys read per window question; batch text via the helper IME #2003, perf(daemon): revalidate the source code-signature cache by stat instead of rereading the graph #2004).
• REPO-QUALITY-BACKLOG.md — 7 flagged process/tooling improvements saved for later (head-branch deletion hazard, merged-with-known-P1 window, gate-owned AGENTS.md lists, TTL-memo expiry footgun, etc.).

Docs-only; no runtime validation applies.

1. The proposed IMPROVEMENT-AUDIT.md / WORKPLAN.md are stale at creation despite calling themselves verified/source-of-truth. Index snapshot topology once when ranking find matches #1690 is closed via merged perf(find): reuse snapshot index once per ranking pass #1971 but is still “not implemented” and its worker “blocked”; the Android B1 scope shipped in perf(android): one dumpsys read per window question; batch text via the helper IME #2003 but remains pending; several other referenced issues are closed while described as pending/in-progress. “12 dispatched PRs” is also unsupported: the listed chief-dispatched set is 11; fix(daemon): close web sessions on daemon shutdown instead of leaking the browser fleet #2012 makes 12 only by counting an entry explicitly marked maintainer-authored.

2. These are session artifacts, not durable repo-owned docs. WORKPLAN.md embeds absolute local worktree paths, expired OAuth state, worker allocation, and a babysitting rota; REPO-QUALITY-BACKLOG.md is an unscheduled issue queue; the audit is a point-in-time implementation record tied to another worktree/head. Per the repo’s documentation-ownership rule, move actionable backlog items to GitHub issues and retain only durable decisions in the relevant ADR/issue/agent procedure. Drop the repo-root trackers rather than maintaining snapshots that are already contradictory.

git diff --check is clean, but these ownership/state defects block readiness.

That does not resolve the posted P1 findings: the proposed source-of-truth documents remain stale/contradictory at creation and session-local trackers are still in the wrong repository ownership seam. Readiness remains blocked pending the structural documentation fix.
