feat(console): Magpie-style add-account tiles + CaiAI empty soft link - #411

Replace the flat account-type OptionTiles step with a grouped provider tile wall (Subscriptions / Experimental) using existing HeroUI + solid- glass surface tokens. Empty Accounts and Access states get a skippable CaiAI hosted soft link without inventing a fake provider card.

HeroUI size=lg pins modal__dialog to max-w-lg (32rem), so Container sm:max-w-6xl never widened the white card. Override Dialog like LogsPage (w-full max-w-6xl method / max-w-5xl login). Drop xl:grid-cols-4 until container queries exist so tiles stay readable at 1/2/3 cols.
