feat: restyle the console on HeroUI v3 default tokens and compound primitives - #39

- Selection chrome: accent-soft everywhere (tabs, pagination, tiles, radio, switch) with the two allowed index.css glues; no Tabs.Indicator - theme-color now follows light/dark at runtime (#F5F5F5 / #060607) - Radius scale locked to 3xl / field / xl / lg; no rounded-md stragglers - Typography locked to Outfit + IBM Plex Mono with the DESIGN.md scale - Brand kit (favicon, og-card, manifest, apple-touch) moves from violet / ivory to ink bolt + cyan dot on neutral gray - DESIGN.md rewritten as taste v1: token table with light approximations, selection matrix, radius scale, type scale, hard-coded-hex allowlist - CHANGELOG bilingual entries; static assets resynced
Show HeroUI skeletons on first load and refresh/filter fetches, replace the Overview traffic SVG with a lazy Recharts chart, and remove login kickers, status-dot halos, colored left bars, and uppercase micro-labels.

Restyle the console onto HeroUI v3 default tokens, then lock selection/radius/type, add skeletons, replace the Overview traffic chart, and strip leftover marketing chrome.
