Summary

• make Pre-release the canonical executor for Release ... PRs, suppressing duplicate direct workflow matrices
• preserve direct workflow behavior for ordinary PRs, tags, pushes, and manual dispatches
• reuse FFI artifacts in the Go embedded SDK matrix instead of rebuilding identical cdylibs
• treat manual Pre-release Swift builds like PR source builds when validating the published-binary checksum

Measured impact

Compared with PR #408:

• occupied runner time: 21h04m17s → 13h21m30s (36.6% less)
• Go embedded matrix: about 36m → 3m30s total runner time
• all four Go targets downloaded and staged matching FFI artifacts, skipped Rust installation/compilation, and passed portability/smoke tests

The verification dispatch took 1h16m wall-clock while overlapping other repository runs and saturating the five-macOS concurrency limit, so it is not an isolated wall-time benchmark.

Broad cache additions remain intentionally excluded because the repository's Actions cache storage is already saturated.

Verification

• canonical Pre-release dispatch: 97 jobs; all intended workflow families ran and all four FFI-to-Go handoffs passed
• current PR head: 98/98 checks completed — 84 successful, 14 expected publish/release skips, zero failures — after retrying one invalid Nix-store path and one Maven Central HTTP 429
• audited every Pre-release callee: all 13 workflows with direct PR triggers have duplicate-suppression guards; the two unguarded CLI workflows are call-only
• nix run nixpkgs#actionlint -- -shellcheck= -pyflakes=
• git diff --check

The canonical dispatch exposed two unrelated/manual-path issues: the Swift published-checksum comparison and a redundant JVM packaging test. The Swift condition is fixed here; current main independently landed the JVM assemble fix while this PR was running.
