Ledgers refreshed from run 30695310417: ci-step-cost at 1639s/2700s with zero pendingMeasurement, ci-liveness green with the governance red annotated known-failing in the FR-151 precedent's exact shape (it failed only on its own staleness rule and retires on the next green refresh).
