… are now derived facts, and the ledgers bind Closure evidence, all pinned: Security run green at 9122b3c with the first CI execution of --deny unsound --deny unmaintained; Dependabot produced PRs #83–#92 within minutes of the coverage push (grouped minor+patch, individual majors — site/ correctly null, already current); Rust test 259s→252s across the throttle removal (run 30684584564 → 30695310417, −2.7%, inside noise, matching the pre-registered prediction). Ledgers refreshed from run 30695310417: ci-step-cost at 1639s/2700s with zero pendingMeasurement, ci-liveness green with the governance red annotated known-failing in the FR-151 precedent's exact shape (it failed only on its own staleness rule and retires on the next green refresh).
