Adds a restricted webservice returning all rows from saved queries to simplify monitoring, preserving duplicate values and SQL NULL. Existing capability checks apply; the scalar service is unchanged.
Includes regression tests and manual REST test instructions.
Validation: 6 PHPUnit tests pass (existing deprecations), PHPCS passes, and local REST tests passed. PHPDoc checker unavailable due to the local tool path.
