fix: canonical SPDX licenses + CI no-tests pass - #2

Replace license files with texts sourced from spdx/license-list-data. Apache 2.0 now matches the canonical version (article-free "Licensor" in Contribution/Contributor definitions, includes APPENDIX section). MIT reformatted to match SPDX line wrapping.
