Closes #20

What

Adds mach = "^5.3" to [project]. 5.3.0 is the first release that reads the key, and the family CI seed is v5.3.0, so this uses ^5.3 rather than the ^5.4 that mach 5.4.0's hint suggests. The CHANGELOG gains an Unreleased entry.

Verified on mach 5.4.0: no warning on mach build . or on debug/release/reassoc --all-targets builds, and bench.sh --check passes.
