Limits gains device_local_heap_size, the largest device-local heap, and unified_memory, whether that memory is the host's RAM (an integrated or CPU device, or one whose every heap is device-local). renderer_memory_budget returns that heap's budget and usage where the device offers VK_EXT_memory_budget and is used at 1.1 or later, and none otherwise. The device's extension list is now read when it is picked, so the optional extensions boom enables are asked of the device: VK_EXT_memory_budget, and VK_KHR_portability_subset, which was enabled on every macOS device whether offered or not.
blit 0.13.0 reads all four sides of an overlay's pad. boom reads no overlay chrome pad, so nothing else changes.
