renderer_init_requiring takes a Requirements record (minimum API version, bufferDeviceAddress, timestamps). Selection treats it as a hard filter beside the capability checks, ahead of the ranking. When no device that can render meets it, or BOOM_DEVICE names one that does not, init fails with DeviceError.unmet naming what was missing.
