Floating widgets that are not windows: HUD elements with no chrome, anchored to a surface corner, an edge or another rect, and stacked above windows. A simulation's readout, a help button and cursor coordinates are the model.
Needs #78, #79 and #81, the overlay and tooltip bands from #82, and #96 for time (hover delay, toast timers, fades) and wake_at, so a pending tooltip or fade asks for a frame rather than the app redrawing constantly.
Acceptance
An overlay is placed by an anchor (any of nine points of the surface or of a given rect) plus an offset, and sizes to its content
An overlay has no title, frame or background unless its style gives one, and blocks input only where its widgets are, so the world under it stays interactive
Overlays draw in their own band above windows and docks, ordered among themselves
Optional fade by pointer proximity
Toasts built on overlays: a stack of timed notifications at a chosen anchor, with fade in and out
Tooltips built on overlays: anchored to the pointer or to a widget, after a hover delay, staying on screen
Activity
feat(#84): an opacity scope every painted color passes through
feat(#84): overlays name their order among overlays
feat(#84): overlays placed by anchor, sized to content, claiming nothing
feat(#84): toasts, a stack of timed notifications on an overlay
feat(#84): tooltips after a hover delay, at the pointer or the widget
docs(#84): overlays, toasts and tooltips
