Adds a workflow_dispatch workflow with a choice input for the model name that calls reusable-generate_other_formats.yaml, plus optional linkml_version and branch_name inputs. Also makes the reusable workflow usable outside a pull_request context: checkout falls back to the current repo/ref, and the linkml install step is guarded on an empty string rather than null.
