Add compile and upload function

C-c C-c to compile, C-c C-u to upload.

This relies on the new arduino command line cil: https://github.com/arduino/arduino-cli

Put the executable they provide and change arduino-exe to it (default to arduino-cli).

If you changed you board, run arduino-update to update board information.

You can manually set arduino-qfbn and arduino-port.
