perf: update rc3 runtime batching

Summary

Updates the rc.3 runtime batching path and benchmark harness.

Technical Implementation

• Adds reliable run grouping and same-size reliable delta handling
• Keeps unreliable traffic on the 900-byte split path
• Cleans Bridge, Guard, Channel, Serializer, Sanitizer, and Types internals
• Updates the benchmark place and client runner for the current harness
