Branch protection needs checks that report on every PR. This change makes the documented CI checks enforceable and records the solo-maintainer merge policy.
Validation: actionlint, offline zizmor, whitespace and secret-history checks passed. Full current-head CI must pass before squash merge. No versioned release is required for this CI change.
