I thought so. It seems to be pulling a lot of packages (including torch/cuda related) which are too heavy for the limited VM with 14 GBs of disk space (per https://docs.github.com/en/actions/reference/runners/github-hosted-runners).
For the bitnami issue I faced above, I switched to their legacy channel, per bitnami/containers#83267, which resolved the pulling issue. They do not provide the kafka images in the secure channel.
