CMake requires FILE_SET members to live under BASE_DIRS; generated module units under the build tree need BASE_DIRS set accordingly.

Summary
C++20 modules scaffolds failed CMake configure:
`File .../generated/version.cppm must be in one of the file set's base directories`
Set `BASE_DIRS` on the `CXX_MODULES` file set to the generated directory.
Discovered during modules end-to-end smoke on GitHub Actions.
