fix: revert custom la test fixes

• Addresses only certain aspects of the issue

Description

Removes all of the custom changes in this repo to get tests to pass. Once this PR bloom-housing#6208 is merged in core we can pull the latest changes from core over here and all tests should still pass

Reverts these commits:

• 6ee99d9 - fix: removing descriptions which are missing breaking tests
• fd39233 - fix: changing the targets for community types
• d652de0 - fix: removing reserved community types from la that won't be used
• daf8465 - fix: remove reserved comunity type seeding
• 186b91a - fix: update for public cypress tests

How Can This Be Tested/Reviewed?

Tests currently won't pass

Author Checklist:

• Added tests covering the changes
• Made corresponding changes to the documentation
• Ran yarn generate:client and/or created a migration when required

• Review the code itself from a style point of view
• Pull the changes down locally and test that the acceptance criteria is met
• Either (1) explicitly ask a clarifying question, (2) request changes, or (3) approve the PR, even if there are very small remaining changes, if you don't need to re-review after the updates
