Move the approval-binding, pre-hook enforcement, emit-durability, Loki unwrap, and constant-time auth items from Unreleased into [0.2.0], since they are all in the tagged code. Unreleased is now empty. Prepares the v0.2.0 tag. Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>

Moves the fixes that are already on master (approval hash-binding, pre-hook enforcement, emit durability, Loki envelope unwrap, constant-time auth, config reorg) from
[Unreleased]into[0.2.0], since they are in the tagged code. Empties[Unreleased].Diff is CHANGELOG.md only (verified:
git diff origin/mastertouches one file). An earlier push of this branch was accidentally based on a stale pre-fix branch and would have reverted three merged PRs; that was caught and the branch force-rebuilt fromorigin/master.Merge this, then
v0.2.0can be tagged from master with an accurate changelog.
