ci(workflows): add configurable runner input to reusable workflows - #6

This change introduces a new `runner` input to the `pre-commit` and `prek`
reusable workflows, allowing callers to specify which runner executes the
jobs. Previously, both workflows were hardcoded to `ubuntu-latest`.
**Workflow updates:**
* Added a `runner` input parameter to both `.github/workflows/pre-commit.yml`
and `.github/workflows/prek.yml`, defaulting to `ubuntu-latest` to preserve
existing behavior.
* Updated the `runs-on` field in each job to reference `${{ inputs.runner }}`,
enabling callers to target custom or self-hosted runners.
