Drop the deprecated sapper.js eslint config and its package export. Remove setup-node steps in favour of corepack with devEngines, and align CI script name with package.json (test:ci). Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>

Summary
Updated eslint-config to support dual publishing to GitHub Packages and npm registry. Changes include:
packageManagertopnpm@10.33.0, corrected repository URL tohttps://github.com/beyonk/eslint-config.git, and fixed homepage URL format24.14.1) and mirror configuration for consistent buildsThese changes enable the package to be published to GitHub Packages while maintaining npm registry availability, supporting future migration to GitHub Packages infrastructure.
