Replaces redundant dependency audit (Renovate already handles dependencies) with daily failed-PR triage and an opt-in AI issue implementation workflow. Requires OPENAI_API_KEY, write-enabled GitHub Actions permissions, and runtime validation before merging. AI-created PRs remain drafts for human review. Automated CI repair, AI review, and auto-merge are NOT implemented.
