docs: 🤖 make agent skills harness-agnostic and add line-implement

two things

1. .claude isn't agent agnostic. i moved to codex
2. i wanted a "figure it out" skill instead of the "line-capture/analyze" duo

solution

1. refactor to make it agnostic and use .agents folder / make .claude a symlink
2. introduce a new skill "line-implement" that uses codex computer use to bootstrap line chrome extension installation for network captures. line login remains manual
