Activates the code-pinned Evidence Lake host snapshot only after the production route and HMAC pair were independently proved. Binds the exact admitted projection and producer receipt into the Git tree and Railway critical manifest, gives both mutable paths exact no-store handling, and adds receipt/projection/receipt activation regressions.\n\nProduction proof: projection SHA-256 28b576cfdf61def1d65ad1fc8092305f40115fca60d0043ac78ca6ffa5e51b2a; receipt SHA-256 fbfadf244c4dda554b14e20d6eaffd30211f709f037a943a7ef8864a187c3633; live route returned byte-stable receipt/projection/receipt with no redirects and required headers; the real importer returned admission VERIFIED.\n\nFocused gate: 102 tests passed; diff check clean.
