fix: validate all Dataset JSON-LD surfaces

Summary

• audit standalone JSON-LD as well as embedded HTML Dataset nodes
• remove the invalid Schema.org temporalResolution predicate while retaining cadence in the canonical catalog
• canonicalize the DataCatalog publisher organization identity
• reject unreviewed Dataset predicates and malformed standalone JSON-LD

Verification

• 287 focused catalog, structured-data, publication-contract, and discovery tests passed
• two fixed-clock catalog rebuilds were byte-identical
• catalog.json and datapackage.json remain byte-identical; only catalog.jsonld metadata changes
• no visible website-content change

Context

The creator/publisher repair from PR #152 is already live. This closes the standalone catalog validation gap found during the complete Dataset audit.
