This PR updates dependencies for tools used in this repository and reorganizes the bundles so that they are grouped in folders representing the issuing organization, rather than having everything sitting at the same level.

The person folder was deliberately left our for now as it will be moved under IAS with the updates to the related OCA bundle.

This is an intermediate step to having a slightly more organized repo with the longer-term objective of transitioning from excel-based data sources to yaml or other plaintext file type.

The mines-act-permit credential was moved under the MDS folder, however after checking with @Jsyro it appears that it might not be in use anymore and could be potentially archived.

@krobinsonca how can we verify this so we can clean things up further?

It should be transparent, we moved a few other bundles (showcase) already and they work as expected.

Debian 12 (bookworm) marks system Python as externally managed (PEP 668), causing pip install to fail during devcontainer setup. Replace the direct pip install with a virtual environment at $HOME/.venv. Also export the updated PATH within the build script so the required_cmds verification loop succeeds without relying on .bashrc being sourced. Looks good, we have this PR to fix some governance docs bcgov/DITP#154

Patch the two DITP governance links that point to OCA bundle paths moved by bcgov/aries-oca-bundles#209: - docs/governance/justice/court-services-branch/governance.md:183 transcriber-contractor moved under JAG/ - docs/governance/mining/bc-mines-act-permit/1.1.1/governance.md:180 mines-act-permit moved under MDS/ DO NOT MERGE until aries-oca-bundles#209 is merged into main in the bundles repo; the new paths must exist before this PR resolves.
